With the emphasis on effectively checking corruption, providing an accountable administration and strengthening the rural economy, Governor Urmila Singh on Wednesday rolled-out the Congress government’s multi- sectoral agenda that proposes to make Himachal Pradesh a self-reliant and fully developed state in the next five years.
Addressing the opening day of the Winter session of the newly-elected Assembly here, the Governor highlighted the priorities of the Virbhadra Singh government “ The government will provide a corruption free, secular and accountable administration to the people, who have given a clear cut mandate for fast-paced all-round development and progressive policies. The government will also check the growing problem of unemployment and complete ongoing projects within a stipulated time frame,” she said before adding that a phased innovative employment generation programme will be introduced for all sectors of the economy to tackle unemployment.
For the agriculture sector, Urmila Singh proposed decentralisation of the powers up to the village level and said serious efforts will be made to ensure that the benefits of development reach farmers, horticulturists, labourers and unemployed youth.
“The government will take measures to protect the interests of lakhs of small and marginal farmers. It will also take steps to promote the state as the fruit bowl of India through schemes like diversification, timely and adequate supply of inputs and appropriate marketing and processing measures. Steps will also be taken to increase productivity by creating quick irrigation facilities and efficient water use and correct technologies,” she said.
The Governor also focused on the need to eliminate corruption in public life. She asserted that corruption will not be tolerated in any form and added that all graft cases will be investigated independently. Those found guilty will not be spared and action will be taken as per law without any feeling of vendetta, Urmila Singh said.
She informed the House that the Congress party’s manifesto has been adopted as a policy document. Calling them the backbone of the state, the governor assured government employees that all their genuine grievances will be addressed. She also stressed the need for efficiency in services and discipline under all circumstances.
