Haryana to regulate admission, fee in tech institutes

A new law would would regulate admission and fee in Haryana’s technical institutes.

To regulate admission and fix the fee structure in private technical education institutes in Haryana, the state government on Friday said it would soon enact a law.

The decision to enact ‘The Haryana Private Technical Education Institutions (Regulation of Admission and Fixation of Fee) Act, 2012’ was taken in a meeting held here under the chairmanship of Chief Minister Bhupinder Singh Hooda.

The government would constitute a state committee for regulation of admission and fee in all universities offering technical courses, all engineering colleges, polytechnics and other technical education institutes both in government aswell as private sector, an official release said.

It was also decided the person holding the post of Chairperson of the State Admission and Fee Committee should have experience in public administration at senior position or he should have held the post of vice-chancellor in university or a retired judge of High Court or Supreme Court can hold the position.

The upper age limit of the Chairperson and members would be 70 years and their tenure would be of three years.

The Committee would also have the powers to impose a fine of minimum Rs 5 lakh and upto Rs 10 lakh in case ofviolation of its recommendations.

The state government has already enacted the ‘Haryana Private Health Sciences Educational Institutions Act, 2012’ to regulate admissions and fee in medical and nursing colleges.

At present, the state has 29 universities out of which 19 are offering technical courses such as B.E, B.Tech, MBA, B.Pharma, M.Pharma, MCA, architecture, hotel management and applied arts.

In addition, there are Polytechnics, Engineering Colleges both in Government as well as private sector providing diplomas.

In 1966, when Haryana came into being, there were only six polytechnics and one engineering college with a total intake of only 1341 students.

Now with the growth in the technical education sector, the number of institutes has increased to 640 with an intake capacity of 1,42,226.

In the meeting it was also decided that while giving permission for opening of private technical education institutions, it would also be kept in view that unrepresented or under represented blocks also get more such institutions.
