In order to curb instances of sexual abuse in an effective manner within and around campuses of technical educational institutions in Haryana, the state government has now decided to fix responsibility on the institutions heads in case any such incident takes place in their institution. The decision was taken by the Haryana technical education department, which issued stern instructions in this regard to all heads of technical institutions.
In case of failure to curb incidents of eve teasing in and around their respective institutions, responsibility will be fixed on the head of the institution and management, a technical education departments spokesperson mentioned in a statement on Monday.
Heads of all technical educational institutions have been asked to make arrangements to depute staff to be present at the main gates of the institutions during its opening and closing hours. They will also set up a woman grievance cell with senior women faculty as members. A suggestion or complaint box would be kept at a convenient place, so that the students may submit their grievances or complaints. Helpline numbers will also be displayed on the hoardings for informing any incident of eve teasing, the spokesperson added.
According to the instructions issued today, each districts Deputy Commissioner, Superintendent of Police and Station House Officer of the area would be asked to make arrangements for PCR vehicles to be stationed near educational institutions during opening and closing hours to ensure that students are not harassed.
The faculty would be deputed to classrooms during free periods to ensure that no girl is allowed to sit alone in classrooms during free periods and a separate girls common room is made functional in the institution. The Close Circuit TV Cameras would be installed at gates of educational institutions and in the campus and classrooms. One male or a female official duly armed with walky-talky set or mobile phone would be deputed in passenger vehicles of the institute carrying working women or girl students, the spokesperson added.
A written communication in this regard has been sent to Registrars of Guru Jambheshwar University of Science and Technology, Hisar; Deenbandhu Chottu Ram University of Science and Technology, Murthal; YMCA University of Science and Technology, Faridabad; Director-Principals of all government, government aided, self financing under-graduate and post-graduate technical institutions in the state.
